Why didn't the feds just take control of the situation?

They can't, that's why. There are procedures that need to be followed. The feds just can't waltz in and seize control of any disaster situation. Here courtesy of The Corner;
The Feds may take charge following procedures as established in the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The procedures are detailed in Appendix 5, Section 2 (p. 9) of the NRP: "Immediately after an incident, local jurisdictions respond using available resources and notify State response elements. As information emerges, they also assess the situation and the need for State assistance. The State reviews the situation, mobilizes State resources, and informs the DHS/EPR/FEMA Regional Office of actions taken. The Governor activates the State emergency operations plan, proclaims or declares a state of emergency, and requests a State/DHS joint Preliminary Damage Assessment (PDA) to determine if sufficient damage has occurred to justify a request for a Presidential declaration of a major disaster or emergency. Based upon the results of the PDA, the Governor may request a Presidential declaration and define the kind of Federal assistance needed." Point being, the Feds can't just seize control.

Daily Presidential Tracking Poll - Rasmussen Reports™ Daily Presidential Tracking Poll Friday, March 19, 2010 The Rasmussen Reports daily Presidential Tracking Poll for Friday shows that 23% of the nation's voters Strongly Approve of the way that Barack Obama is performing his role as President. Forty-four percent (44%) Strongly Disapprove giving Obama a Presidential Approval Index rating of -21. That matches the lowest Approval Index rating yet recorded for this President (see trends). Each time the President leads a big push for his health care plan, his job approval ratings suffer. For Members of Congress, the impact may be more tangible. Just 34% say they’re more likely to vote for someone who supports this legislation. Fifty-percent (50%) are less likely to vote for a Member of Congress who supports the health care reform plan proposed by the President and Congressional Democrats.
