The AP has found a new way to turn an increase in Medicaid spending into a cut in spending...
Ok, so lets see, we were going to increase the Medicaid budget by 30.5 billion dollars per year but instead we are going to only increase it by 27.5 billion dollars per year. Hmmm.. Yep, sounds like a cut in benefits to me.
The budget would shave automatically increasing benefit programs by $35 billion over five years while also cutting taxes by as much as $106 billion over the same period.
